International organizations are ready to support Vietnam in developing green transportation

International organizations such as the World Bank (WB) and Asian Development Bank (ADB) are ready to support resources to help Vietnam develop green transportation.

The EU is committed to supporting greenhouse gas reduction in the transport sector

At the seminar "Green transportation development: Challenges and solutions to attract investment resources", organized by the Ministry of Transport, Mr. Thomas Wiersing, Interim Representative - Deputy Head of the European Union (EU) Delegation to Vietnam said that the EU's goal is to reduce emissions from the transport sector by 60% by 2050, implemented through many methods.

The first is to apply stricter emission standards for vehicles. New emissions standards have reduced emissions from new car models sold since 2000 by 40%.

Second, use alternative fuels such as electricity and hydrogen to reduce dependence on fossil fuels.

Third, invest in developing public transport such as buses and trams to reduce the use of personal vehicles, as well as ensure a clean and safe public transport system. Encourage the development of sustainable urban transport, promote public transport in urban areas by building pedestrian infrastructure and encouraging carpooling.

EU investment banks also provide finance and have connectivity programmes to modernise transport infrastructure, while investing in research and innovation.

According to Mr. Wiersing, railways play an important role in reducing greenhouse gas emissions. By 2030, the goal is to increase rail passenger service by 30%, commit to supporting the reduction of emissions in the railway industry, and support developing countries to move towards green transportation.

In Vietnam, the EU is committed to supporting the reduction of greenhouse gases in the transport sector, supporting the development of public transport, as well as sharing experience and know-how with suitable Vietnamese partners.

According to Ms. Takebayashi Yoko, Deputy Chief Representative of JICA in Vietnam, over the past 30 years, JICA has supported and implemented many investments in transport infrastructure development with a total investment of 3,000 billion Yen.

Along with that is the implementation of a model of technical and financial support, attracting private investment resources, as well as providing a team of support and consulting experts.

Recognizing that public transport (PT) is the main focus in green transformation, Ms. Yoko said that JICA is always ready to mobilize resources to coordinate with the Government and partners to develop green transport in Vietnam.

World Bank pledges to support Vietnam

At the seminar "Green Transport Development: Challenges and Solutions to Attract Investment Resources", organized by the Ministry of Transport, Ms. Kathleen A. Whimp, Acting Director of the World Bank in Vietnam - Laos - Cambodia affirmed her commitment to supporting Vietnam on the path of green transport development and sustainable development in the future, thereby achieving the goal of net zero emissions by 2050.

According to Ms. Kathleen A. Whimp, Vietnam's investment in green transport development, prioritizing urban railway development, and implementing the Metro subway construction project in Ho Chi Minh City are completely suitable to achieve the above goals.

Over the past time, the WB has always supported Vietnam in implementing green energy and green vehicle conversion, not only in financial commitments but also in supporting technical initiatives, such as the WB's initiative in converting electric buses and supporting green transport conversion.

However, according to Ms. Kathleen A. Whimp, to achieve the goal of green transport transformation, Vietnam needs to address challenges such as: Promoting project approval, developing international standards and technical regulations, preparing long-term budgets for projects, improving institutional capacity and perfecting the legal framework.

ADB will accompany Vietnam

Mr. Ron H. Slangen, Deputy Country Director of the Asian Development Bank (ADB) in Vietnam, shared at the seminar that developing the transport sector is extremely important to achieve the goal of net zero emissions. We will accompany Vietnam to achieve the goal.

ADB is strongly committed to investing in this sector, with ADB’s investments in the transport sector accounting for about 25% since its inception. ADB’s support continues to include both public and private investment in green technology.

Efficient operation of the transport system requires attention, including investment in electric vehicles, traffic control monitoring systems, satellite tracking and improved policy.

Investment in green transport is required not only in the transport sector but also in other sectors. From 2017-2030, ADB commits to developing strong transport infrastructure. ADB's commitments focus on developing countries' strategies in the transport sector.

Prioritizing low-emission or zero-emission vehicles is a focus of ADB. In this spirit, ADB has also invested heavily in rail and air transport. ADB is currently investing in more than 70,000 electric transport equipment for roads.

ADB representatives believe that the electric vehicle market in countries including Vietnam will increase strongly in the coming years.

"As we know, many areas are suffering from high pollution, especially in urban areas. The transport sector will have to address this issue. We have participated in a number of cities such as Hanoi and Ho Chi Minh City, focusing on urban rail transport... ADB hopes to continue to play an important role in finance and investment to create a sustainable green transport system for Vietnam," added Mr. Ron H. Slangen.
